Florida PEP and scholarship hub

Choose the legal path first—then build the funding plan

Registered home education, PEP, FES-UA, and private-school scholarships are not interchangeable. Start with the student’s current enrollment path, then verify current eligibility, deadlines, annual responsibilities, and purchasing rules with the organization that administers the program.

Registered home education

The parent registers with the district under Florida’s home-education law, keeps a portfolio, and submits an annual evaluation. PEP registration and its education savings account are separate.

Personalized Education Program

PEP is an FTC scholarship option administered through a scholarship-funding organization. It requires an annual Student Learning Plan, approved assessment, compliance agreement, and renewal records.

FES-UA

The Unique Abilities scholarship has its own eligibility, documentation, purchasing, provider, and education-choice rules. A diagnosis or service need does not by itself confirm an expense is approved.

Private-school scholarships

FTC and FES-EO generally support eligible private-school enrollment. Confirm the participating school, current award, family obligations, and any remaining tuition or fees before committing.

Section 1002.01 defines a home education program and a personalized education program separately. Use the current statute when a form, provider, or summary uses the terms loosely.

The annual PEP file

Keep one record system for renewal, learning, and every dollar

A clean file makes deadlines, renewals, questions, purchases, reimbursements, and appeals easier to manage. Keep the live handbook beside the records instead of treating last year’s approval as a permanent rule.

Student Learning Plan

Save the submitted plan, submission date, confirmation, goals, planned curriculum and services, and every later revision required by the scholarship-funding organization.

Annual assessment

Keep the approved test or statewide-assessment choice, registration and administration details, accommodations, results, delivery confirmation, and the renewal deadline.

Agreement and compliance

Preserve the annual parent agreement, sworn compliance statement, program notices, renewal application, eligibility requests, and every response submitted.

Award and account ledger

Track the award notice, funding deposits, available balance, committed expenses, payments, reimbursements, refunds, reversals, and unresolved transactions without estimating from memory.

Purchase evidence

For every item or service, keep the current rule relied on, educational purpose, approval or marketplace record, invoice, proof of payment, delivery, attendance or service notes, and refund documents.

Questions and decisions

Save support tickets, preauthorization requests, written answers, denials, additional-document requests, appeal steps, names, dates, deadlines, and final outcomes in one decision log.

Before paying or requesting reimbursement

Run every expense through the same six checks

A product in a marketplace, a provider’s scholarship claim, or a previously approved purchase is not a guarantee that this student, program, date, vendor, documentation, and expense will qualify now.

  • 1. Confirm the program:
    Identify PEP, FES-UA, FTC/FES-EO, or another program. Do not borrow an eligible-expense rule from a different scholarship.
  • 2. Open the current guide:
    Use the newest family and purchasing materials from the responsible SFO, including updates published after the annual handbook.
  • 3. Check the exact expense:
    Match the precise item, service, quantity, age or grade, educational purpose, date, and any prohibited or limited category—not just a broad label like curriculum.
  • 4. Verify the seller or provider:
    Confirm the legal organization, credentials where required, provider category, participation status, invoice requirements, cancellation terms, and who actually delivers the service.
  • 5. Confirm the payment route:
    Determine whether the expense requires a direct-pay marketplace, provider invoice, preauthorization, reimbursement, prescription, evaluation, or other documents before purchase.
  • 6. Save proof before and after:
    Capture the rule and approval used, then keep the itemized invoice, payment evidence, delivery or attendance record, educational benefit, correspondence, and any refund or return.
