Know which requirement applies, choose a method, and file the right result

Registered home-education families and PEP families follow different annual requirements. Start by confirming the student’s pathway, then use the official sources and researched evaluator leads below.

1. Confirm the pathway

Registered under section 1002.41? The annual evaluation goes to the family’s district. Using PEP? The annual testing rule and submission destination are different.

2. Mark the due date

For registered home education, use the anniversary of the Notice of Intent unless the program ends sooner. Confirm the district’s current submission instructions.

3. Select one method

Florida law lists five annual-evaluation methods. Choose the method that fits the student and verify the evaluator or testing requirements before paying.

Florida’s five statutory evaluation methods

Section 1002.41 says a parent selects one annual method and files a copy of the result with the district superintendent’s office. Requirements can change; confirm the current statute and district instructions.

  1. Certified-teacher portfolio review
A qualified teacher reviews the portfolio and discusses progress with the student.
  2. Nationally normed achievement test
The test is administered by a certified teacher.
  3. State assessment
The district’s state assessment is administered under district-approved conditions.
  4. Licensed psychologist evaluation
The evaluator holds the applicable valid, active Florida license.
  5. Another agreed measurement tool
The parent and district superintendent mutually agree to a valid alternative.

Find and verify

Start with broad evaluator directories

Directories can help with availability and specialization, but the family should still verify the individual evaluator’s current credential and service details.

Association of Florida Evaluators

Search members by county, virtual or in-person service, evaluation type, testing, and additional expertise. The association states that listed members have verified credentials and current availability.

Before booking

Ask seven practical questions

A good fit is about more than an open appointment. Confirm the exact legal method, the evaluator’s credential, the student interaction, how records are handled, and who submits the final result.

  • Credential: What is the evaluator’s current Florida certificate or professional license?
  • Method: Which section 1002.41 evaluation method will this satisfy?
  • Portfolio: What samples, log, reading list, or digital records should the family prepare?
  • Student discussion: How and when will the evaluator interact with the student?
  • Accessibility: How does the process support disability, anxiety, communication, or sensory needs?
  • Deliverable: What signed form or letter will the family receive, and when?
  • Submission: Does the family or provider send the result to the district, and how is receipt confirmed?

Prepare and file

Turn a legal requirement into a repeatable annual routine

Use the free portfolio and evaluation prep pack, confirm the district contact, then save a copy of every submission and response.

Important: This directory is educational information, not legal advice. Provider statements and availability can change. Verify current law with official Florida sources, current credentials with the responsible licensing agency, and local submission instructions with the family’s district.
